Executive Assistant to the Kingston City Manager
Kingston’s Watts Bar Lake
became home to Joyce and her husband David in the spring of 1987.
She is the proud step-mother of Jeff Lewis and Angela Lewis Robinson;
and has three wonderful grandsons, Jordan and Logan Robinson and Tucker
Lewis (all of whom love the fishing in Kingston). She is a member
of Cedar Grove Baptist Church where she served as church clerk from
October 2002 to May 2004.
Ms. Lewis has been Executive Assistant to the Kingston City Manager
since March 29, 2004. In addition to her many other duties, she
publishes the monthly employee newsletter “City Scenes.”
Joyce began her professional career in the dental field as a
state-registered dental assistant and in dental radiology. In
1979 her first government employment began with TVA in the Knoxville
corporate offices where during a fifteen-year career she progressed
through the ranks to Administrative Officer/Executive Secretary.
After taking an early retirement from TVA in 1994 she worked for a
Knoxville attorney before joining the staff of Workforce Network as a
Career Specialist in the Tennessee Career Center teaching general
business and computer classes. Education and training include:
• Earned State of Tennessee Certificate as a
Registered Dental Assistant in 1971
• UT-K Adult-Special evening classes in Business
Administration
• Certified Professional Secretary Exam, 1982
• Continuing Education Credits include Performance
Management; Excellence Through EEO; Front-line Leadership; Situational
Leadership; Policies and Procedures; Franklin Time Management;
Dealing With Difficult People; and Records Disposition
• Earned advanced certificates in Microsoft Word,
Excel, PowerPoint and Access from Roane State Community College
• In 2002 earned certification as a Global Career
Development Facilitator from the Center for Credentialing and
Education, Inc.
• Completed Levels I and II of the UT-MTAS Municipal
Management Academy
